Jammu and Kashmir Implements 2026 City Gas Distribution Policy to Broaden Clean Energy Access

The Jammu and Kashmir administration has officially enacted the J&K City Gas Distribution (CGD) Policy, 2026, creating a structured pathway to modernize energy networks and expand the availability of eco-friendly fuels throughout the Union Territory.
Cleared by the Council of Ministers and announced by the Chief Minister’s Office, the initiative introduces an investor-centric, deadline-driven mechanism to roll out Piped Natural Gas (PNG) and Compressed Natural Gas (CNG). The supply network is slated to cover domestic consumers, commercial facilities, industrial hubs, and vehicular transport across all 20 districts.
Key Provisions of the Framework:
Streamlined Approvals: Implements a single-window portal with set timelines to expedite permissions for setting up CNG retail outlets.
Standardized Infrastructure Norms: Establishes clear Right of Way (RoW) guidelines to accelerate pipeline laying and utility integration.
Targeted Industrial Supply: Fast-tracks dedicated gas connections to prominent industrial belts, specifically highlighting Pulwama, Kathua, and Samba.
Economic and Ecological Benefits: Aims to curb operational fuel expenditures for businesses, stimulate green capital inflows, and generate local employment, apprenticeships, and technical training opportunities.
Chief Minister Omar Abdullah commended Food, Civil Supplies & Consumer Affairs Minister Satish Sharma along with the implementing departments, characterizing the policy as a vital move toward long-term sustainability and cleaner economic expansion across the region.
