The Jammu and Kashmir Legislative Assembly will convene in Srinagar starting September 21, as formally summoned by Lieutenant Governor Manoj Sinha under Section 18(1) of the J&K Reorganisation Act, 2019. The session follows an August 4 recommendation by the J&K Cabinet, chaired by Chief Minister Omar Abdullah.
Key Highlights of the Session.
Assembly Duration: The calendar is expected to be finalized once Assembly Speaker Abdul Rahim Rather receives the scheduled government business. While typically brief—lasting roughly 10 days with 6 to 7 sittings—the final timeline will depend on the legislative agenda.
Member Submissions: Assembly Secretary Manoj Kumar Pandit instructed legislators to submit their filings via the Assembly’s NeVA digital platform:
Questions: Up to 8 questions per MLA (divided equally between starred and unstarred) due by August 25. With 83 non-ministerial MLAs eligible to participate, this could yield up to 664 total questions.
Private Member’s Bills: Up to 1 bill per MLA due by August 25.
Resolutions: Up to 2 resolutions per MLA due by September 5.Protocol & Deadlines: The timing fulfills the 40-day interval requested by the Assembly Secretariat between summoning the House and its first sitting, giving members sufficient time to draft proposals. The mandatory six-month constitutional window following the April 4 budget session conclusion required a meeting before October 4.
Committee Operations Suspended: All panels, financial committees, and related House affairs are temporarily halted effective August 22 until further notice to accommodate the incoming autumn session.
